Frost can propably tell you better then I can, but from what I've read there doesn't seem to be many limiting factors. I think the one thing you can't have is a telepath.

It would vary from arc to arc, but our running idea for the first little campaign would be a sort of espionage/intrigue deal (you can thank Harmony more than anyone for that)

As far as power goes, think of the power scale as closer to Marvel than DC (Though the Triumvirate are more towards the latter) the characters that have been posted thus far should give a good idea of what sort of scale we're working with. Other than that, other than the near-universal rule of the Manton Effect and the aforementioned fiat that there are no true psychic powers (though some stuff comes damn close) you can pretty much go wild. Crazy, unusual, and off-the-wall powers are the norm in the Parahumans 'verse.

Not sure if I'll participate right away, but I'll definitely lurk about.
In the meantime, here's a character I came up with.
Potential character:
Name: Kennedy Vickers AKA "Carbon"
Affiliation: Hero. Independent.

Brute(Changer?), Mover(Breaker?), Blaster.

Carbon has a thick, highly-resistant scaly skin that is capable of absorbing most directed energy and projectiles, with protection varying from full-power to heavy rifle rounds depending on how much is ablated.
This skin can sustain flames for long periods of time with little to no ill-effects, and renders Carbon fireproof. It is regenerated relatively slowly, taking at least a day to fully regenerate from near-depletion. The blackened color of her skin is usually hidden beneath multiple layers of clothing when avoiding notice. When in dangerous situations, Carbon sheds any clothing that restricts mobility down to a loose jumpsuit and a bullet-resistant mask.

Carbon is also able to accelerate herself disproportionately by pushing on other objects at will, which do not experience the same force.
Scales may be detached with great acceleration, incapable of penetrating body armor but able to embed themselves within skin through clothing. This is most useful as a distraction.

Carbon's life is a solitary, spartan one, and she stays out of sight whenever possible to avoid attracting attention from those who may pursue her. He spends her nights prowling the suburban area in which she resides, looking for troublemakers as a vigilante.

Once a small-statured girl of British descent, Carbon was orphaned at the age of eight due to the unexplained disappearance of her parents. After being housed with a foster family for 8 years afterward, Kennedy Vickers disappeared after a house fire that occurred while she was home alone, the cause of which was determined to be arson. Her powers having manifested, she was able to escape unharmed, though her now monstrous appearance prevented her from returning to her prejudiced foster parents. Now nineteen, Carbon seeks purpose, but is reluctant to show herself for fear of persecution, ingrained from her experiences with her foster parents.

As it stands, I cannot directly link it to the other powers, but as I've observed there isn't necessarily always a tangible relationship between the multiple powers that a cape has.
The breaker elements of her powers(fire being sustained without significant loss of mass) could be explained as a release of energy from nowhere, perhaps this ability could be as well.

I can see how it could be out of place, though. I just thought it would be a neat one to include.

Rough scales and colored similarly to coal. She's human-shaped and appears mostly androgynous.

Here's how I understand the whole telepath thing. Basically, what it amounts to is that Worm doesn't treat "life" and "thought" as universal forces that can be directly read or interpreted. A healer doesn't boost your "health energy", they stimulate cell growth. So, while you can't have someone who directly taps into their target's soul to read their mind, using something like a superhuman interpretation of their facial expressions or even an analysis of the electrical activity of their brain to determine exactly what they're thinking would be fair game.

Ah. The story proper has a fair number of 'monstrous' parahumans, and some of the more humanoid ones--most prominently a metal dude named Weld--achieve a fair level of public acceptance. I could see a little sub-plot for her wherein the local heroes attempt to get her to step out of the shadows and shit.

Also, what Sci, said, basically. In a similar vein, you couldn't just have a healing power be "healing energy" that heals everyone exposed to it, but, say, a person that manipulates biology with a touch, or a person that can shunt injuries and other states of being onto alternate universe versions of you, or (as in Vibora's case) worms that go crawling around repairing tissues would all be fair game.

I'd just recommend keeping in mind that Ranger is the Glenhaven's Protectorate branch, so there aren't likely to be any heroes significantly stronger than him on the team.

Classification: Blaster 4/ Striker 2/ Mover 3/ Master 1
Affiliation: Hero (Protectorate)

Considered one of Glenhaven's Protectorate team's more effective members, Deca is capable of releasing bolts of bluish energy resembling lightning. While these bolts can cause effects similar to electrocution when they strike an enemy, that effect is tertiary at best. Their true usefulness comes forth when they fly out and 'burst' on a solid surface. The energy quickly expands into a portal-like haze, out of which steps a translucent double of Deca herself. Each double is capable of launching their own energy attacks, though only the real Deca's is capable of generating the doubles. She has been observed making up to ten of these doppelgangers, hence her codename, and she is capable of swapping places with any of them, allowing her to move to the front lines of a fight, or slip away from danger--unless, as has happened on one notable incident, all of her doubles have been killed. She also uses the energy in close combat, wreathing her hands and feet in its bluish glow as she engages with a hard-hitting kickboxing style of fighting--making her one of the relatively few capes who develop more 'mundane' styles of fighting on top of the utilization of their power.

Her costume is thicker and heavier than most heroes, particularly females, resembling more motorcycle leathers than a bodysuit. The advanced, Tinker-designed flexible armor is black in coloration, with light grey coloration in lines along the seams and in the ventilated areas around the joints, and her black full-face helmet, a solid, non-reflective pane of bulletproof glass (with communicators, displays, and information readouts projected on the inside) somewhat resembles a slim, light motorcycle helmet. Fittingly enough, she conducts her patrols on a motorcycle--though, unlike her other gear, not a Tinker one. A high-end sport bike that she personally customized and maintains, Deca is rather defensive of her ride and is loathe to let anyone, even teammates, muck about with it.

To this day, she still bears a slight limp and suffers relatively minor loss of mobility after her leg was incompletely healed from its injuries during the infamous fight with Taurus, her femur having been broken into nearly a dozen pieces. Several Tinker-tech assisted surgeries later, she still suffers (sometimes severe) chronic pain, and Ranger and her other supervisors are concerned with her heavy use of prescribed painkillers to combat this.

Intense and somewhat dour, Valerie--Val, to her short list of friends-- had just graduated from the police academy and taken up her first beat in Detroit when the villain Nephilim and his followers began an all-out war. In the days of chaos that ensued, she triggered when her partner, in the Master-class villain's thrall, attempted to strangle her during a moment's respite. With her newfound power, she managed to subdue him long enough for him, and the villain's other victims, to be detained until the dark influence was removed. At her captain's urging, she went to the Protectorate, and was equipped and eventually sent to Glenhaven to assist the beleagered team. There, her intensity, confrontational nature, and introverted tendencies keep her and her teammates at a mutual arm's length, but none deny that they'd be happy to have her at their back in a fight, where she sets aside any grudges and will gladly put her life on the line for her team and for any innocents caught in the fray. 

Her pride, subdued as it is, has not recovered from the fight any better than her leg has. Nowadays, what little personal life she had has been near-totally subsumed, and she can be found more often than not training her power, tuning up her bike, or taking out some frustration on the PRT gym's unfortunate punching bags in the hours between patrols.

James and Jamie (aka The Zodiacs) are 2nd gen twins born to a hero and villain married couple. Their parents relationship was heavily publicized at the time and the twins were national sweethearts for the first few years of their lives.

Trigger event: Their family once again became the focus of national news when their formerly villain mother relapsed into crime and ended up locked away in the bird cage. The stress of losing their mother and being hounded by the paparazzi caused the twins to trigger simultaneously.

So the tinker "focus" of the gal is on multi-functional exo-suits, right? BY which I mean, if necessary, she could build suits with abilities outside of the "theme" of astrological signs?

Also, suggestion for a quirk of them: They believe in destiny / fate (see: astrology). Possibly because of something related to their mother's relapse into the villain lifestyle?
