Hm. Might work. There is the problem that both groups are kind of fundamentally opposed to the other, but, even if they didn't change to make that not an issue, they might still at least strike a truce until everyone else was dealt with.

I'm not sure how actually effective they'd be, though.

So, huh, was just randomly thinking about something...

The Praesidium of the NCR is supposed to be concentrated as much as can be, with all the functions of the Executive as close as can be to each others.

I was thinking, why not put them in one really big building?

Yeah, okay, but what happens when the various Departments need to expand?

Well, just expand the building!

But you can't do that too much or you'll start taking too much real estate in the city.

Well, in that case: Dig!

Yeah, basically, the Praesidium is slowly growing a complex system of underground rooms and tunnels under itself as it expands.

It does, indeed, have the advantage of making it easier to keep discreet some inter-service reunions, personnel movements, and the like.

It's also easy for the feeble-minded and delusional paranoids to start wondering if the situation may not be used by the Government to hide some of its activities to the public eye.

Such thoughts are, of course, unfounded.

it seems, yeah.

from what I understand of the narrator speaking, it's done to incease the thrust generated by the engine.

although it wouldn't be so compact, it'd probably be more like stone columns where the names would be inscribed, and there'd be park-like greenery between them.

But this gives an idea of the, let's say, general feel it could evoke.

Yeah, but iirc I had said the columns would be increased in size, such that there could be something like 10 thousand names per columns. Like, each of the "columns" would count as a monument in themselves.

Also, unrelated, and this is about the original Fallout, apparently here's one of the Old World Blues endings that has been cut from the final release:

Old World Blues cut ending wrote:     In the decades following the Battle of Hoover Dam, the Big Empty remained a desolate stretch of wasteland, where few travelers dared venture.

   {Curious, this is odd…}In time, however, a strange blue field began to grow, slowly spreading across the Big Empty.

   Lightning-blue fields of force danced on the horizon, like electrical storms.

   People whispered of “floating spheres,” flickering like a rainbow of torches in the desert like Old World wisps.

   {Cold, curiosity changes to doom}Then communities began to vanish.

   Goodsprings was crushed beneath bizarre hexcrete blocks that stacked to the sky. The inhabitants of Primm winked out, flesh-fried into X-ray silhouettes, their arms raised in surrender.

   A satellite fell on Jacobstown, beaming a kaleidoscope of bright blue equations into the deranged Nightkin minds, driving some berserk, paralyzing others.

   Black Mountain Radio began broadcasting a strange staccato static as hordes of giant man-eating battle Brahmin began to swarm from its peak.

   …and the human cattle of NCR were re-educated into believing they existed in perpetuity in a nation-wide version of someplace called “Tranquility Lane.”

   In the end, no one was sure who had cracked the Dome of the Big Empty, although it was clear someone had been playing with forces they did not understand.

   Throughout all this, the Think Tank was industrious, confident these experiments were all for the best, the results of the data they obtained - incredible.

   They marveled that {emph}all of this had been waiting for them to come along and experiment since the war.

   {Knowingly}Humanity certainly was persistent, no matter what experiments, nuclear holocaust or otherwise, it inflicted on itself.

Puts in perspective just how awful the Think Tank actually is, behind all the layers of humor we see them through.

Ah, I'm afraid that I didn't remember that.

Aye, I've seen that. Between that and what one of the non-cut endings says about the weaponry stored there, someone who can control Big Mountain while being sane enough to use its resources properly... well, unless China had something similar, they might be the most powerful person on the planet.
(I'm not sure how this is about the original Fallout, though, I'm afraid.)

Oh, no, they're far more sane and restrained than that. And while maybe some of the ghoul scientists might get some somewhat, ah, unique ideas, they've a lot of other people to keep them from doing crazy things.
